• Pursuant to Act 82 of 2012, the Board is pleased to report that Superintendent Dr. Marseille has met his established goals for the 2016-17 school year.


    CATEGORY A: Student Growth and Achievement

    Foster a learning environment in which every student has the maximum opportunity to achieve academic excellence.

    2016-2017 Goals:

    • Develop and present to the Board by June of 2017 an update on the action plan to maintain and enhance achievement at the highest academic levels and remediate achievement/learning gaps district wide that are evident in numerous assessment/achievement data; including but not limited to PSSAs, Keystones, School Performance Profile, PSAT, SAT, Dibels, Benchmarks, Grades, GPA, post- secondary attainment.

    • By June 2017 provide an update to the Board about findings of the Special Education report and audit, steps that have already implemented with an action plan for additional improvements to strengthen the delivery of services that address the needs of our special education population.

    • Review and assess current intervention models with a focus on achieving educational equity for K – 12.

    • By May 2017 provide an update to the Board on the Curriculum Audit findings and identify actionable steps to address curriculum gaps for the 2017-18 school year.


    CATEGORY B: Strategic Planning

    Having adopted the five-year strategic plan in June 2016, continue to lead the Administration, Board, teachers, students and community in continued implementation of the plan.

    2016-2017 Goals:

    • Effectively monitor and evaluate progress towards compliance with the CSD’s strategic plan, and provide periodic updates on such progress to the Board and the community.

    • Prepare for the future implementation (2017-18 school year) of a dashboard/matrix (or other mechanism) of the goals showing the status towards adoption and completion of the goals.

    • Present a report on the Strategic Plan to the Board by June 2017 that reflects progress towards the vision and goals of the plan.


    CATEGORY C: School Climate and Culture

    Ensure a school environment for staff, teachers, students and families that is welcoming and buildings that are inviting, accessible, safe and secure.

    2016-2017 Goals:

    • By June 2017, provide an update on the assessment of and recommendations for improvement of school climate by school and districtwide.

    • Provide an update about the work of building-based committees to identify and address issues of equity, access and opportunity, especially for our historically underperforming students.

    • Provide an update on professional development opportunities for administrators and teacher leaders in establishing and strengthening professional learning communities as it relates to enhancing school climate and culture.


    CATEGORY D: Organizational Leadership

    Through leadership and recruitment of central administration and school-based leadership staff, create a culture that encourages risk-taking, creative thinking and advancing the vision of the district.

    2016-2017 Goals

    • In March 2017, present to the Board recommendations of an organizational structure that better supports the mission and vision of the District, the strategic plan, and the social, emotional and academic needs of all students.

    • Identify stakeholders and educational leaders (including leaders from post-secondary institutions) to assist in assessing the district’s programs addressing achievement gaps at all academic levels and make recommendations for improvement based on best practices for a diverse, suburban school district.

    • Provide cultural proficiency and social cultural identity training for all administrators during the 2016-2017 school year.


    CATEGORY E: Human Resource Management

    Establish the School District of Cheltenham Township as an employer of choice for highly qualified and creative people who reflect and value the rich diversity of our district and who work together to meet students’ needs and achieve the District’s mission and vision.

    2016-2017 Goals:

    • Evaluate the ongoing implementation of Act 82 requirements and provide recommendations to the Board about potential evaluative measures for CSD staff.

    • Assess the District’s practices for identification, recruitment and retention of highly qualified, diverse teachers, staff and administrators that better support the District’s mission and vision and identify process improvements for implementation during the 2016-17 academic school year.

    • Provide to the Board a plan for ensuring that building principals are properly evaluated and held accountable for their ability to supervise the delivery of instruction by the teachers in their buildings and strengthening the climate of accountability across the district.


    CATEGORY F: Communications and Community Relations

    Continue to foster transparency in District communications using all available media technologies.

    2016-2017 Goals:

    • Provide oversight for the continued development of a public relations plan to engage the media to ensure clear, visible and continuous reporting of CSD’s accomplishments.

    • Develop a platform that allows educators and administrators to better promote the accomplishments taking place in classrooms, buildings and the community.

    • Strengthen the Superintendent’s access via social media and other outlets that allow the community and faculty to share ideas, recommendations and concerns.


    CATEGORY G: Facilities/Operations Management

    Maintain and maximize the use of our buildings.

    2016-2017 Goals:

    • Provide oversight for the implementation and usage of the multi-year Facilities Plan that addresses maintenance and improvements of existing building assets.

    • By June 2017 report to the Board and community, the district’s progress and timeline on addressing the priorities identified in the Facilities Plan.

    • Closely monitor ongoing repairs/renovations within the District to ensure minimal impact on instructional practices.

    • Closely monitor and supervise the successful and timely construction of Cedarbrook.


    CATEGORY H: Financial Management

    Operate the school district in a fiscally prudent manner while balancing educational needs and opportunities.

    2016-2017 Goals:

    • Deliver a balanced budget that puts in place financial resources that better support and enhance effective teaching and diverse learning opportunities.

    • Begin to develop a template for use during the 2017-18 school year of multi-year budget development and long-term financial planning.

    • Continue to identify and report about opportunities for alternative revenue sources and collaborations to support our educational objectives.

    • Complete the negotiation of a collective bargaining agreement with CEA.
